SAF officer to be charged for death of NSF Liu Kai in 2018 Bionix vehicle accident

A Singapore Armed Forces (SAF) officer will be charged in relation to the death of full-time National Serviceman (NSF) Liu Kai after a Bionix armoured fighting vehicle had reversed into his vehicle on Nov 3, 2018.

The police, in consultation with the Attorney-General’s Chambers, will be charging 28 year-old Captain (CPT) Ong Lin Jie in court on Friday (Oct 25).

CPT Ong will be charged with doing a rash act causing death.

If convicted, he will face a jail term of up to five years and/or a fine.

Five other people will also be charged for the wrongful communication of official information.

The Singapore Civil Defence Force (SCDF) filed a report against five of its full-time NSFs who took and leaked a photo of an accident involving a Bionix vehicle and Range Rover at a SAF training ground.

The photo was posted on SG Road Vigilante's group Facebook page on Nov 6, 2018.

Two of them, Muhammad Arif Bin Azman and Mohamad Haikal Bin Mohamad Zainal Abiddin, were serving their National Service with the SCDF and were at the scene where they took photos of the incident and disseminated them via Whatsapp.

The remaining three, Brandon Tan Jien Jet, Thng Yu Xuan and Muhammad Zaki Bin Haji Mokhtar, received the photos and despite knowing that they were sensitive official information, shared the photos without authorisation. 

If convicted, the five could face a fine of up to $2,000 and a jail term of up to two years.
