Why the HDB stairwell?

Probably because although it is a public place, the stairwell is relatively secluded as most HDB residents do not use the stairs since they can take the lift.

So for certain people looking for some privacy, the HDB stairwell is an easily accessible option.

This is apparently the case at Block 742 Bedok Reservoir Road, according to Stomper James, who described a staircase landing there as "busy".

"It is frequented by students and workers as a 'chill out' place," said the Stomper.

"Teenagers were caught hugging and playing there. Rubbish was often left behind after use. There was even human defecation and urine on Jan 10."

In response to a Stomp query, a spokesperson for Aljunied-Hougang Town Council said: "The common area in question is relatively isolated from residential units, hence conducive to some individuals to use it as a space to conduct their activities.

"The town council has since put up posters to deter littering and urinating. They also serve to create awareness among those visiting the spot that activities in the area are being monitored.

"In the meantime, the town council has cleaned up and disinfected the area.

"Periodic visits have been scheduled to monitor the area for cleanliness and possible nuisance caused to residents. Should the issue persist, the town council will pursue further measures to address the problem."
