Boy throws large rock from Ang Mo Kio HDB corridor, then tosses bicycle and flees with girl

Someone could have been seriously injured.

A boy was caught on video throwing a rock and a bicycle from the corridor of an Ang Mo Kio HDB block on Tuesday afternoon (Oct 10). A girl accompanied him.

A Stomper shared the CCTV footage of the incident, which has a timestamp of 1.36pm, and said it happened at Block 244 Ang Mo Kio Avenue 1.

"I went to send my kids to school and saw my bicycle was on the ground floor, broken. I realised someone might have thrown it and I went to check the CCTV," said the Stomper.

The boy can be first seen throwing a large rock over the parapet. He and the girl looked over the parapet to see where it landed.

He then spotted a couple of bicycles in the corridor. Checking that no one else was around, he picked one bike and tossed it over the parapet as well, after which he and the girl quickly ran off, laughing.

"It is totally very dangerous what they did," said the Stomper. "What if someone got hurt by that?

"Parents, please kindly watch your kids!"

In response to a Stomp query, the police confirmed that a report was lodged and said investigations are ongoing.

According to Shin Min Daily News, the children’s parents have apologised to the owner of the bicycle seen in the video. The parents have reportedly offered compensation.

In December last year, a 10-year-old boy was caught on video throwing a cat from the 22nd storey of a Boon Lay block.  He was assessed by a psychiatrist from the Institute of Mental Health who found that he did not understand the nature and consequences of his conduct.

The minimum age of criminal responsibility in Singapore is 10 and this means that nothing done by a child under the age of 10 can be considered an offence.

A child aged between 10 and 12 who does not have enough maturity to understand the nature and consequence of his or her conduct also cannot be held criminally responsible.
