A man was in the vicinity of Block 63 Toa Payoh Lorong 5 after midnight on Sept 28 when he heard a weird sound.

Stomper Wei Sien told Stomp he discovered a burst plastic bag and water on the ground at a fitness corner at about 12.09am.

He added that he believes a water bomb was thrown from the twelfth storey of the block. However, he did not see who threw it.

Wei Sien subsequently made a police report regarding the incident.

Stomp understands no one was hurt.

High-rise littering has been observed all over the island.

Last month, a Bukit Batok resident was disgusted to find used diapers and sanitary pads stuck outside her window.

In Punggol, a resident highlighted how cigarette butts are being thrown out of windows, burning through bird netting put up at their block.

Those found guilty of littering from a residential flat face a fine of up to $2,000 for their first conviction, $4,000 for their second one, and $10,000 for third and subsequent convictions.
