A man was in the vicinity of Block 63 Toa Payoh Lorong 5 after midnight on Sept 28 when he heard a weird sound.
Stomper Wei Sien told Stomp he discovered a burst plastic bag and water on the ground at a fitness corner at about 12.09am.
He added that he believes a water bomb was thrown from the twelfth storey of the block. However, he did not see who threw it.
Wei Sien subsequently made a police report regarding the incident.
Stomp understands no one was hurt.
