The National Environment Agency (NEA) is investigating discharge that was seen flowing into the sea from a drain in Punggol on Thursday morning (Apr 11).
Stomper Willson alerted Stomp to the incident after he passed by the drain emptying water into the sea near Punggol Marina Country Club and a construction site.
"I'm not sure if it is kerosene, oil or some sort of chemical," he said.
"The smell was very strong."
In response to a Stomp media query, an NEA spokesman told Stomp they are aware of the matter and NEA is investigating.
