It is illegal for a driver to hold any type of mobile device while the vehicle is moving.
A man was spotted using a phone while driving a Toyota car and not concentrating on the road in Teck Whye on Monday morning (Aug 7).
Stomper Raven said it happened around 10.45am on a narrow road between a McDonald's outlet at the Teck Whye Community Centre and a coffee shop at Teck Whye Shopping Centre.
Sharing a video of the incident, he said: "I saw a car driving out from the carpark and spotted the driver not concentrating on the road as he was using a mobile phone and had only one hand on the steering wheel.
"Thank goodness nobody was hurt. Before this, I witnessed children running across to Teck Whye Shopping Centre. An accident might have happened as it is a public place, you can see children here after school and their family members around this time."
The Stomper also pointed out that the area is a designated Silver Zone, a residential area with a high population of seniors and higher accident rates involving old folk.
"Everyone has a part to play, including you as a driver. We must look out for one another," said the Stomper.
"What if someone runs across the road or a motorcyclist rushes for a food delivery order? Anything can happen."
For the first offence of driving while using a mobile communication device, you can be fined up to $1,000 or imprisoned up to six months, or both. For repeat offenders, it is a fine of up to $2,000 or imprisonment up to 12 months, or both.
