Debtor's note scotch-taped to bicycle lock on gate of Tampines flat, 23-year-old man arrested in 8 hours

The gate of a flat at Tampines Street 43 was secured with a bicycle lock pasted with a debtor’s note.

The police were alerted to the case loanshark harassment on Nov 28 at about 9.53am.

Through follow-up investigations and with the aid of images from police cameras, officers from Bedok Police Division established the identity of the 23-year-old man and arrested him in eight hours on the same day.

One bicycle lock, one black pen, one scotch tape, one exercise book and one mobile phone were seized as case exhibits.

The man was to be charged in court on Nov 30 under the Moneylenders Act.

For first-time offenders, the offence of loanshark harassment carries a fine between $5,000 and $50,000, with imprisonment of up to five years, and caning of up to six strokes.
