What happened here? Driver turns car around on CTE after facing wrong side of traffic

A car driver was caught on camera turning his car around in the middle of the CTE at around 10am today (Jul 12).

In the video of the incident taken by a Stomper, there was first heavy traffic on the last two lanes of the expressway before the Ang Mo Kio Avenue 3 exit.

It turned out that the hold up was caused by the car driver, who can be seen making a three-point turn across three lanes.

Another motorist and several motorcyclists had to stop their vehicles to give way to the turning car.

After completing the turn, the car driver continued travelling on the expressway with his hazard lights on.

In a telephone interview, the Stomper said that the car was going against the flow of traffic before turning. 

It is unclear how the car driver ended up in the wrong direction.
