Is this driver 'double handicapped'?

A photo showing a Singapore-registered car parked right in the middle of two handicap lots has gone viral online.
The picture was shared on the Parking Idiots Singapore Facebook page on Sep 17 by user Ridwan Iriawan Seah and captioned, "No words needed!"
"He must be double handicapped," the Facebook page added.
The car did not appear to have any labels to indicate that it required a handicap lot.
The driver has been criticised by netizens for his inconsiderate behaviour, with one even saying, "He's mentally handicapped that's why he's parked there."
