What's this whitish-blue substance in 'longkang' at Yishun Ring Road?

Stomper Amrin noticed the unusual-looking water in the nearby storm canal when he looked out of his HDB flat at Yishun Ring Road at 11.55pm on Sep 26.
He described the water as "blue with a whitish tinge".
In a telephone interview with Stomp, he pointed out, "The unusual-looking water was moving quickly towards the left. I think it's receding to the sea."
The Stomper added that the 'whitish-tinge' colour of the water cleared up quickly and that the water was 'back to normal' after a short while.
