PMD rider blocks traffic by stopping in middle of junction, then gestures at driver to go around him

Some personal mobility device (PMD) users still do not seem to understand the road rules.

One rider was seen stopping in the middle of a traffic junction and obstructing traffic.

A video of the incident was posted on SG Road Vigilante's Facebook group page. It is unclear where or when this happened.

In the video, instead of moving out of the way, the e-scooter rider is seen gesturing at the oncoming driver to go around him.

Under the Active Mobility Act, e-scooters are not allowed on the roads.
