Does it matter if they do not seem to be hurting anyone?

Nonetheless, it is an offence for pet owners to not leash their dogs in a public place.

That is why a Stomper was so peeved to see a group of people letting their animals run unleashed in a field in Bendemeer.

Sharing a video of the incident taken on May 21, the Stomper said: "Dog owners unleashed their dogs in a field along McNair Road.

"It is a daily evening occurrence. They don’t follow rules."

Under Rule 9(1)(b) of the Animals and Birds (Dog Licensing and Control) Rules, pet dogs must be leashed and under proper control at all times when in public spaces.

The maximum fine for not following the rules is $5,000.
