MSF to continue engaging woman seen sleeping in the open at Upper Serangoon Road

The Ministry of Social and Family Development (MSF) will continue engaging a woman who was seen sleeping in a public area near 1259 Upper Serangoon Road on Tuesday night (Dec 10).

Stomper Evelyn said: "The first time I noticed this woman was in October of this year.

"I can't remember the exact date but I've seen her on weekend evenings. 

"I usually take a walk to a church nearby after my dinner at a nearby coffee shop. 

"This woman is always sitting at the same spot and under a big umbrella.

"I don't know her name or even how old she is.

"She always seems to be sleeping with her face hidden and head down, so I haven't gotten a chance to speak to her. 

"Maybe she doesn't want to be disturbed.

"As I was on a bus on Tuesday night, I saw her sitting there in a heavy downpour.

"Maybe she needs some kind of help, especially since it's been raining recently."

In response to Stomp queries, a MSF spokesperson said: "The lady is the sole owner and occupier of a three-room flat but has been sleeping out in the open.

"MSF and our community partners have engaged her on November 2018 and offered to support her with various health and social services but she has declined.

"We will continue to engage her and discuss with her how to best address her needs, including her preference not to sleep in her own home."
