E-scooter user riding in middle of the road doesn't know the law or simply doesn't care?

An e-scooter rider was seen riding in the middle of the road along Sims Way towards Sims Avenue on Sep 19 at 11.30am.

In a video sent by a Stomper, a man with a backpack is seen coming from the right of the car, crossing all three lanes of the road.

He then continued straight on before swerving in front of other cars.

According to the Land Transport Authority, all personal mobility devices (PMDs) are not allowed on roads in Singapore under the Road Traffic Act.  

Penalties for offences vary, with maximum fine not exceeding $5,000, or imprisonment for a term not exceeding 3 months, or both, for the first offence.
