Can't this driver pay parking fee instead of tailgating van at Bedok North carpark?

Stomper Anonymous was at Block 537 Bedok North at 3.01pm on Saturday (Jun 2), when he witnessed a driver evading the parking fee by tailgating the car in front.

In a video shared by the Stomper, a black car is seen tailgating a white van as the latter was exiting the carpark.
