Molester jailed after relapse: He stalked and touched victim's thighs, grabbed her butt

A repeat offender with a psychiatric condition was given a chance and sentenced to a mandatory treatment order (MTO) for insulting the modesty of a woman when he lapsed again.

But IT technician Jee Guang You, 29, ended up being jailed for 19 months yesterday, not only for his latest crime of outrage of modesty, but also for the two earlier counts of insulting modesty.

On Sept 26 last year - some nine months after he was given the MTO, a community sentencing option - Jee was at Jurong East MRT station when he spotted a 32-year-old woman whom he found attractive getting off a train and had an urge to touch her.

He followed her and touched her right thigh three times.

But the victim gave him the benefit of the doubt, thinking it was accidental.

However, Jee continued to stalk her closely, positioning himself to her right when she boarded another train with a friend.

As the victim was about to get off the train at Bukit Batok MRT station, Jee grabbed her right buttock.

She confronted him and asked if he had touched her, but he denied it was intentional.

He was quiet when she told him it was not the first time he had done it.

The victim called her husband immediately after she got off the train.

Her friend also sent the victim a picture of Jee she had taken.

In 2011, Jee was jailed for six months on two counts each of outrage of modesty and insulting the modesty of a woman. He was also fined $600 for theft.

In 2013, he was also jailed twice - once for insulting the modesty of a woman and the other time for molestation, for which he got nine months' jail.

Last year, he was given the MTO for insulting the modesty of a woman after he was found to suffer from abnormal sexual urges.

Yesterday, Deputy Public Prosecutor Chew Xin Ying asked for at least 12 months' jail for Jee's latest crime of outrage of modesty.

District Judge John Ng sentenced Jee to 15 months' jail for outrage of modesty and four months' jail for insulting modesty, with the sentences to run consecutively.

The maximum penalty for outrage of modesty is up to two years' jail, a fine, caning, or any combined punishment; and for insulting the modesty of a woman, one year's jail and a fine.
