A 30-year-old man who took more than 30 upskirt videos and photos of women was jailed for 12 weeks on Monday (March 27).
Benjamin Tan Jun Guang targeted women crossing an overhead bridge along Pan-Island Expressway (PIE) near Tampines Street 22, close to where he lives.
Tan committed 36 counts of insulting the modesty of a woman from November 2011 till his arrest on Aug 7, 2014 while working as a drink stall assistant at an ITE college. He has been working as a retail assistant for about a year.
He pleaded guilty to six counts with the remaining 30 taken into consideration during his sentencing.
Tan was finally caught on Aug 7, 2014, when a victim realised what he was up to.
He had spotted the 29-year-old woman walking up the staircase of the overhead bridge near Block 297, Tampines Street 22, and followed her, intending to take an upskirt photo.
When he was one or two steps from her, he set his mobile phone to camera mode and stretched his left hand towards the bottom of the woman's skirt. He took two to three photos of her inner thigh and underwear.
Sensing someone was in close proximity, the woman turned around and caught Tan holding his phone underneath her skirt.
She was outraged and told him to delete the photo immediately, which he did before walking away.
She called her father immediately and told him what had happened, and described what Tan looked like.
Her father found him at a ramp near the overhead bridge.
He then got Tan to scroll through his photo album and found it contained upskirt photographs of other unknown women. Police were called and Tan was arrested.
Investigation showed that Tan would usually wait near the overhead bridge along PIE for women wearing a skirt or dress.
Tan's lawyer S.S. Dhillon said in mitigation that the first-time offender is still following up treatment with the Institute of Mental Health. He also said since his arrest, Tan has not re-offended.
Tan could have been jailed for up to one year and/or fined for each charge of insulting the modesty of a woman.
