Adults, why let kids behave like this in public, right in front of you?

If a child behaves badly while out with an adult in public, then whose fault is that?

This was the question raised by Stompers Steven and Fitzy.

Steven saw a child lying on the seat of a bus with his footwear still on.

"Whose fault is this if the kid is getting in the bus with the parents but they are allowing him to do whatever he wants?," asked Steven.

Fitzy saw a child climbing, sitting and stepping on rice packets at a supermarket.

All this happened while an adult who was with him simply looked on without stopping the kid.
