Who's the sicko who used scotch tape on bird in Potong Pasir?

A dead bird was found with scotch tape wrapped tightly around its carcass at Block 102, Potong Pasir Avenue 1 on Sep 25.
Stomper Wang's sister, Hai Wen, lived near the area and was the one who took pictures of the dead animal. Wang then shared them with Stomp via WhatsApp.

Wang said, "Animal abuse... What the..."
It is unclear if the bird was still alive or already dead when it was bound with scotch tape.
The culprit remains unidentified.
