How did Toyota driver not see tipper truck before changing lanes along Cantonment Road?

A Toyota was dragged on the road after its driver hit a tipper truck while changing lanes along Cantonment Road.

According to a video of what happened posted on Beh Chia Lor - Singapore Road, the incident took place on Jul 25 at around 5.43pm.

In the video, the Toyota can be first seen on the right-most lane of the road.

Its driver then attempted to change lanes. The tipper truck however, was already occupying the lane on the Toyota's right.

The Toyota driver then hit the front of the truck, and was dragged for a few seconds.

Both drivers then stopped their vehicles thereafter.
