Two girls were caught on camera locking the gate and splashing paint outside a resident's flat in Toa Payoh.
Stomper Edwin alerted Stomp to a Facebook post by Kyros Lim on June 21.
In the clip, the girls can be seen laughing and running away after carrying out their deeds.
According to Lianhe Zaobao, the incident, which was caught on CCTV, happened at Toa Payoh Lorong 2.
The police are currently investigating the incident.
